H.E. Jassim bin Rashid Al-Buainain is a former player for the Qatari national football team and currently serves as the Secretary General of the Qatar Olympic Committee, as well as the President of the Qatar Football Association and Chairman of the Qatar Stars League (QSL). He also holds the position of Vice Chairman of the Qatar Olympic Academy Board.
At the international level, H.E. serves as a Vice President for Future Games of the Olympic Council of Asia for the 2030 Asian Games, as well as Vice Chairman of the Organising Committee for the FIBA Basketball World Cup – Doha 2027. He is also a member of the Olympic Programme Commission of the International Olympic Committee.
H.E. has played a pivotal role in positioning Qatar as a premier host of international sporting events. He served as Vice Chairman of the Organising Committee for the FINA World Aquatics Championships and Masters Championships – Doha 2024, and was instrumental in leading Qatar’s successful bid for the FIBA Basketball World Cup 2027. As Chief Executive Officer of Doha’s bid for the 2030 Asian Games, he oversaw the strategic planning and execution of the campaign. He also held the position of Vice Chairman of the Local Organising Committee for the AFC Asian Cup Qatar 2023 and served as Vice President and Managing Director of the Organising Committee for the ANOC World Beach Games Qatar 2019.
H.E. holds an Executive MBA from Plymouth University in the United Kingdom, and a Bachelor's Degree in Accounting from the College of Business and Economics at Qatar University.
H.E. led the QOC’s new strategic direction, launching its new identity designed to unite the community through the transformative power of sport. He previously served as Deputy Secretary General of the QOC from May to October 2017, before assuming his current role. His football career spanned 12 years, during which he was named Qatar's Best Football Player for the 2001/2002 season.
Before transitioning into the sports sector, H.E. served in the Qatar Armed Forces from 2004 to 2017, where he rose to become the Head of the Military Budget and Accounts Department at the GCC General Secretariat.
