Secretary General H.E. Jassim Bin Rashid Al-Buenain
Overview
H.E. Jassim bin Rashid Al-Buenain’s career has taken him from representing Qatar as an athlete to senior executive roles across national, continental, and international sport entities. Since 2017, he has served as Secretary General of the Qatar Olympic Committee, leading its executive work and supporting the development of national sport and preparations for major sporting events.
Throughout his leadership career, he has contributed to strengthening Qatar’s position as a leading destination for international sport through his involvement in major event hosting initiatives, international sporting organisations and strategic sport-development projects. At the continental level, he serves as Vice-President of the Olympic Council of Asia for the Doha 2030 Asian Games. Internationally, he is Chairman of the FIFA Men’s Club Competitions Committee and a member of the IOC Olympic Programme Commission. Previously, he served as President of the Qatar Football Association and President of the Qatar Stars League, adding football governance experience to a career shaped by both athlete experience and executive leadership.

Qatar Armed Forces / GCC General Secretariat - Military Affairs
Before joining the sport sector, he built more than a decade of experience in accounting, budgeting, contracts, auditing and financial administration, including a secondment to the GCC General Secretariat in the Kingdom of Saudi Arabia.
Secretary General - Qatar Olympic Committee
Joined the Qatar Olympic Committee’s senior executive leadership in May 2017 and was appointed Secretary General in October 2017. His responsibilities include leading the QOC’s executive work, coordinating with National Federations and overseeing the implementation of strategic priorities and preparations for major sporting events.
OCA Vice President for the Doha 2030 Asian Games
His responsibilities expanded to the continental level in 2021, when he joined the Olympic Council of Asia Executive Board as Vice President for the Doha 2030 Asian Games, linking his QOC role with preparations for Asia’s largest multi-sport event.
Vice-Chairman - Qatar Olympic Academy (QOA)
Appointed Vice-Chairman of the Qatar Olympic Academy in May 2021, contributing to the Academy’s work in Olympic education and professional development.
Member - IOC Olympic Programme Commission
Joined the IOC Olympic Programme Commission in 2022, contributing to work related to the composition and development of the Olympic programme and bringing experience from both elite sport and sports administration.
President - Qatar Football Association
Elected as President of the Qatar Football Association in June 2023 after previously serving as Vice President. He led the Association till July 2026 during a period of major domestic, continental and international football commitments.
President - Qatar Stars League
Became President of the Qatar Stars League in 2023, adding the management of professional domestic competitions and club coordination to his football-administration responsibilities.
Chairman - FIFA Men’s Club Competitions Committee
Appointed Chairman of the FIFA Men’s Club Competitions Committee for the 2025-2029 cycle, extending his football-governance experience to the international level.

Vice President and Director General – ANOC World Beach Games Qatar
Served as Vice President and Director General of the Organising Committee for the inaugural ANOC World Beach Games Qatar 2019, taking a senior executive role in delivering the first edition of the global multi-sport beach event.
Chief Executive Officer – Doha 2030 Asian Games Bid
Led the executive work of Doha’s successful 2030 Asian Games bid as Chief Executive Officer of the Bid Committee. The campaign concluded in December 2020, with Doha being awarded the Games.
Doha 2030 Asian Games Organising Committee Board
Joined the Board of Directors of the Doha 2030 Asian Games Organising Committee, contributing to the governance and strategic oversight of preparations for the Games.
Vice President – AFC Asian Cup Qatar 2023
Served as Vice President of the Local Organising Committee for the AFC Asian Cup Qatar 2023, contributing to the planning and delivery of one of the continent’s leading football tournaments.
Chair – Doha Bid Committee for the 2027 FIBA Basketball World Cup
Served as Chair of the Doha Bid Committee from March to April 2023, leading the successful bid to host the FIBA Basketball World Cup Doha 2027 based on unanimous approval from the FIBA Central Board in April 2023, bringing the tournament to the Middle East and North Africa for the first time.
Vice President – World Aquatics Championships and Masters Championships - Doha
Served as Vice President of the Organising Committee for the World Aquatics Championships and World Aquatics Masters Championships Doha 2024, contributing to the delivery of two major global aquatic-sport events.
Vice-President - Organising Committee for the FIBA Basketball World Cup – Doha 2027
Appointed Vice-President of the Organising Committee in March 2024, supporting preparations for the FIBA Basketball World Cup Doha 2027.
Vice President – ITTF World Table Tennis Championships – Doha 2025
Served as Vice-President of the Organising Committee from May 2023 to March 2025, contributing to preparations for the ITTF World Table Tennis Championships Doha 2025.
Member - Bid Committee of the Summer Olympic and Paralympic Games – Doha 2036
Appointed as a member of the Bid Committee in July 2025, contributing to Doha’s bid to host the Olympic and Paralympic Games in 2036.
Vice-President - Organising Committee for International Equestrian Championships – Qatar 2026
Appointed Vice-President of the Organising Committee in October 2025, supporting preparations for the International Equestrian Championships Qatar 2026.
GCC Games Doha
Served as Vice Chairman of the Organising Committee for the fourth GCC Games Doha 2026, contributing to the operational delivery of the multi-sport event and coordination with Gulf Olympic committees and delegations.

Sport
Played for Qatar Sports Club’s first team from 2000 to 2012, a career of more than a decade, which provided direct experience of competitive football before his move into sports administration.
Represented the Qatar national football team from 2002 to 2005, adding international competition to a playing career that later informed his perspective as a sports administrator.
